Changing the default settings

Hi, this is probably a dumb question, but I can't figure it out, and it's hindering mye work.
When I go to "default settings" and then change something, I am unable to click "apply", and if I click "ok", then the changes are not saved. I tried running pctex as an administrator (windows7 prof), but it didnt make a difference
